U.S. Joint Forces Command has assumed responsibility for one of the key pillars of the Department of Defense's Training Transformation program, the Joint Knowledge Development and Distribution Capability. By JOC(SW/AW) Chris Hoffpauir (SUFFOLK, Va. – Feb. 9, 2006) – U.S. Joint Forces Command’s (USJFCOM) Joint Warfighting Center (JWFC) became the office of primary responsibility for the Joint Knowledge Development and Distribution Capability (JKDDC) Joint Management Office (JMO) here starting this month. According to JKDDC JMO Program Manager Joseph Camacho, Deputy Under Secretary of Defense for Readiness Dr. Paul Mayberry directed the move in August 2005 to better integrate JKDDC with the Joint National Training Capability (JNTC) and the entire spectrum of what USJFCOM and the JWFC provides. “USJFCOM takes programs and operationalizes them,” Camacho said. “That’s what we’re doing with this program. There are a lot of operational efficiencies we can realize by putting JKDDC with JNTC at the same command.” JKDDC and JNTC are two of the three capabilities that form the foundation of DoD’s Training Transformation (T2). JKDDC addresses individual training and education, developing and distributing joint knowledge through a dynamic global network. “Personnel can go onto a Web portal and have access to joint knowledge at any time, anywhere,” Camacho said. He said individuals can use the capability to get training tailored to their specific needs. The second part of T2, JNTC, addresses collective training, preparing forces by providing command staffs and units with an integrated live, virtual and constructive training environment in an appropriate joint context and perspective. The third is the Joint Assessment and Enabling Capability, which will assist leaders in assessing the value of transformational initiatives on individuals, organizations, and processes and provides essential support to enable and enhance JKDDC and JNTC. According to Camacho, his office manages and oversees the JKDDC’s development. JMO’s responsibilities include:
USJFCOM’s JWFC also works with existing programs and other DoD systems to help develop the multinational aspects of joint knowledge development and distribution. It collaborates with program managers and personnel from the services, combatant commands, National Defense University, senior service colleges, and regional centers, among others. |
