Endeavor Mission Rehearsal Program (UE MRX)
The U.S. Joint Forces Command (USJFCOM) Joint Training Directorate/Joint Warfighting Center Unified Endeavor (UE) Mission Rehearsal Program is the primary mechanism to train combined-joint task force (C-JTF) commanders and staffs operating in complex environments.
The UE Mission Rehearsal Program trains as the force operates, allowing participants to gain a familiarity and unity of effort with joint, multinational, interagency, non-governmental and inter-governmental partners.
The Mission Rehearsal Program includes three complementary phases:
- Academic seminar - Prior to the exercise, a tailored academic session takes place focusing on the mission the C-JTF headquarters will assume. Presentations on relevant context for the operating environment, lessons learned and best practices are provided by subject matter experts from theater, members of the interagency community and observer/trainers (O/T). Academic seminars encourage the exchange of ideas among the C-JTF commanders, subordinate commanders and the C-JTF staff through current and emerging doctrine.
- UE Mission Rehearsal Exercise (MRX) - The MRX provides a replicated and realistic environment, enhanced by Joint National Training Capability modeling and simulation capabilities, to allow the C-JTF commander and staff to train for their mission. The C-JTF headquarters is replicated, using the same battle rhythms, command, control, communications and intelligence systems, and joint tactics, techniques and procedures that are being used in theater. Role players portray local, national and regional organizations, the media, the interagency community, coalition and multinational partners, and non-governmental and private voluntary organizations, enhancing the complex environment. O/Ts from USJFCOM, the services and specialized organizations coach, teach and mentor to build competencies throughout the headquarters. The UE MRX concludes with a facilitated after action review and a written report of O/T observations, analysis and recommendations to the C-JTF commander.
- Staff assistance visit (SAV) - The SAV is conducted 60 to 90 days after units assume command responsibilities in theater. The SAV is a tool that allows the C-JTF commander to continue the development of staff by identifying focus areas for O/Ts to study. O/Ts assist by providing non-intrusive observations, analysis and training.
