Endeavor Mission Rehearsal Program (UE MRX)
U.S. Joint Forces Command’s Unified Endeavor Mission
Rehearsal Program (UE MRX), charged with joint force training
responsibilities by the Unified Command Plan, utilizes the
Mission Rehearsal Program as the primary mechanism to train
combined/joint task force (CJTF) commanders and staffs operating
in complex operational environments.
In
order to gain a full familiarity and unity of effort with
joint,
multinational, interagency, non-governmental,
and intergovernmental partners, the UE MRX program is designed
to “train as we operate” and includes three complementary
components: an academic seminar and a Mission Rehearsal Exercise
that are conducted prior to deployment and a staff assistance
visit conducted several months after units assume command
responsibilities in theater.
The
academic seminar is a tailored academic session focused
on the mission
the CJTF headquarters will assume. Presentations
from subject matter experts from theater and from the Joint
Warfighting Center’s observer/trainers provide
relevant context for the operating environment as well as
lessons
learned and best practices. Academic seminars encourage the
exchange of ideas among the CJTF commanders, his subordinate
commanders, and the CJTF staff through both current and emerging
doctrine.
UE
MRX provides a replicated and realistic environment enhanced
by Joint National Training Capability
(JNTC) modeling and
simulation capabilities to allow the CJTF commander and staff
to train for their projected mission. During the exercise,
CJTF headquarters use all of the battle rhythms, C4I systems,
and joint tactics, techniques, and procedures that are being
used in theater.
In
addition to replicating the CJTF operational level headquarters,
numerous other role players from theater---to
include local/national/regional organizations, the media,
interagency, coalition and multinational partners, and
NGO/PVOs---portray the complex political, economic, social,
military, and informational
environments in which these future CJTFs will operate.
Senior
mentors, as well as observer-trainers from USJFCOM and
other
service and specialized organizations, use a “coach/teach/mentor” philosophy
to build competencies throughout the headquarters. The
UE MRX ends with a facilitated after action review and
a written
report of observer-trainer observations, analysis, and
recommendations to the CJTF Commander.
The
final component of the UE MRX program is the staff assistance
visit conducted in theater after transfer of authority. Following
deployment and within several months of assuming responsibilities
in theater, the CJTF commander uses the staff assistance
visit as a tool for the continued development of his staff
and commanders by identifying focus areas for observer-trainers
to study. Observer-trainers assist through “over the
shoulder”, non-intrusive observations, analysis, and
training (if requested).
