Keystone
The Keystone Course educates command senior enlisted leaders
(CSELs) currently serving in or slated to serve in a general
or flag officer level joint headquarters or service headquarters
that could be assigned as a joint task force.
Sponsored
by the National Defense University at Fort Lesley J. McNair
in Washington D.C. and U.S. Joint Forces Command,
the semi-annual course parallels the Capstone course for
newly selected general and flag officers in that the learning
will be focused on "those who do".
Keystone fellows visit combatant commands, joint task forces
and senior leadership (both officer and enlisted) in the
Washington, D.C. area to explore the relationships and challenges
of operating in a joint environment. Specifically, the course
covers the special relationship between the command senior
enlisted leader of a joint force commander and the enlisted
personnel from all the services operating under the commander.
The Joint Operations Module (JOM) is a four-day course of
instruction conducted at U.S. Joint Forces Command's Joint
Warfighting Center (JWFC) in Suffolk, Va.
Its
purpose is to enhance the fellows’ comprehension
of and appreciation for joint doctrine and the joint operational
art through a program of instruction that uses the life cycle
of a joint task force (forming, planning, deployment, employment,
transition, and redeployment) as the training vehicle.
The learning strategy is built around seminars and small
group interactive practical exercises that emphasize critical
joint force commander issues and lessons learned. Senior
mentors, observers/trainers, and various subject matter experts
support the fellows in their efforts.
The need for highly qualified senior enlisted leaders becomes
more apparent as military operations are more joint and multinational
in nature.
To effectively employ the CSEL/ SEL in a joint operating
environment the operational and expeditionary focused CSEL/
SEL must:
Be a trusted and integrated member of the "inner circle" command
leadership team;
Develop capability by relationship and team building in a
combined, joint, and interagency operational environment;
Understand combined and joint doctrine, command and control,
relationships, and combined and interagency capabilities
and cultures;
And lead force integration, utilization and sustainment in
the combined, joint, and interagency operational environment.
CSELs who serve or anticipate serving in joint or combined
headquarters or task forces in component, operational and
strategic level leadership positions can attend Keystone.
