Joint Interagency Coordination Group (JIACG)

U.S. Joint Forces Command's (USJFCOM) Joint Concept Development and Experimentation Directorate (J9) participated in an multi-year experimentation and exercise series to test the concept of placing a civilian-oriented interagency element on combatant commander staffs.

The joint interagency coordination group (JIACG) prototype concept of operations outlined operational connections and procedures to improve planning and coordination between a combatant command staff and the civilian agencies of the U.S. government. Experimentation identified both a secure, virtual collaborative working environment and a core staff interagency coordination element as key enablers to success.

A JIACG's role is to coordinate with U.S. government civilian agencies operational planning in contingency operations. It supports day-to-day planning at the combatant commander headquarters and advises planners regarding civilian agency operations, capabilities, and limitations. It also provides perspective in the coordinated use of national power.

Proposed JIACG functions include:
• Participating in combatant command staff crisis planning and assessment
• Advising the combatant command staff on civilian agency campaign planning
• Working civilian-military campaign planning issues
• Providing civilian agency perspectives during military operational planning activities and exercises
• Presenting unique civilian agency approaches, capabilities and limitations to military campaign planners
• Arranging interfaces for a civilian agency crisis planning activities
• Conducting outreach to key civilian international and regional contacts

JIACG benefits include:
• Strengthened U.S. government interagency operational planning
• Increased effectiveness through more integrated operational planning and tactical execution between civilian and military agencies
• Coordinated options involving all elements of national power to key decision-makers.

Operational JIACGs have been established at all regional combatant command headquarters. A pre-doctrinal commander's handbook for JIACG operations was published by USJFCOM's Joint Warfighting Center in March 2007.
