Joint Enabling Capabilities

U.S. Joint Forces Command (USJFCOM) joint enabling capabilities (JEC) provide unique, mission-ready support to joint force commanders aiding in the accelerated establishment and increased effectiveness of their headquar­ters and the ability to control the integrated employment of air, land, maritime and information capabilities in pursuit of operational level campaign objectives. These capabilities meet USJFCOM responsibilities under the Global Response Force Execute Order.

Through USJFCOM's Joint Enabling Capabilities Command, JECs available to the combatant commander include:

Joint deployable teams with capabilities in four critical areas - Operations, Plans, Information Superiority and Knowledge Management, and Logistics.  Teams deploy to assist joint task force commanders in establishing new headquarters and in support of humanitarian assistance and disaster relief operations. 

Joint Communications Support Element (JCSE) provides command, control, communications and computer support to joint task forces and joint special operations task forces worldwide. 

Joint Public Affairs Support Element (JPASE) deploys joint media and communications capable forces for enhanced, ready public affairs capability to support combatant command operations and contingencies.

Intelligence - Quick Reaction Team (I-QRT) coordinates joint and service training teams and supported the rapid development, delivery and assessment of timely intelligence training to forward deployed personnel. 

Each JEC provides specialized capabilities to joint task force headquarters (JTF HQ) commanders to meet specific mission needs. The use of JECs enhances mission accomplishment.

The JECs provide the joint force commander with deployable support teams that possess the individual and collective skills to:

  • Understand the operational environment
  • Plan fully integrated joint operations at the operational level of war
  • Coordinate unified actions with mission partners
  • Prepare appropriate implementing directives/orders for subordinate tactical formations and rapidly adjust operational level plans

USJFCOM also integrates the JECs into JTF HQ training and exercises to increase their operational proficiency.
