Doctrine, Education and Training Electronic Information
System
The Joint Staff maintains the Joint Doctrine, Education and
Training Electronic Information System (JDEIS) to provide
a searchable database of joint publications and direct access
to common joint task force headquarters standard operating
procedures.
JDEIS also links the Universal Joint Task List with applicable
joint doctrine publications and provides user-friendly access
to the Combatant Command Master Training Guide.
Doctrine is the basis of training. Joint doctrine is the
authoritative, generic baseline against which concepts and
experimentation results are compared to assess their transformational
value. JWFC uses doctrine to train and educate warfighters,
while simultaneously gleaning best practices from training,
planning, and current operations to further refine doctrine.
The services and combatant commands are full partners with
the Joint Staff in developing joint doctrine. JWFC assists
the Joint Staff in leading the development of joint doctrine
through the analysis and integration of validated concepts,
strategies, new capabilities, policies, and lessons learned.
The transition to doctrine begins as warfighting concepts
mature and lessons learned become best practices. JWFC publishes
pre-doctrinal documents to capture emerging concepts and
best practices for the warfighter and assist in the transition
to doctrine.
When new doctrine is proposed, JWFC analyzes the proposal
for currency and relevance. Once accepted by the Joint Staff,
JWFC assists in writing the doctrine, often drafting the
initial joint publication. The services and combatant commands
review drafts and jointly compose further revisions.
The chairman, Joint Chiefs of Staff or the director of the
Joint Staff sign joint publications upon completion. Doctrine
maintains currency through a three year development cycle.
Continuous review may result in changes to publications to
reflect updated doctrine. Two and a half years after publication,
JWFC conducts a formal assessment of the joint publication,
beginning the revision process.
