Technology Demonstrations
U.S.
Joint Forces Command’s (USJFCOM) Advanced Concept
Technology Demonstrations (ACTD) and Joint Capability Technology
Demonstrations (JCTD) accelerate and facilitate the application
of mature advanced technologies to provide near-term solutions
to meet joint requirements.
USJFCOM's
role includes user-sponsor and operational manager for
select Office of the Secretary
of Defense (OSD) ACTD/JCTD programs which provide new and
transformational operational capabilities designed to benefit
the joint warfighter.
The
Joint Concept Development and Experimentation
Directorate (J9) manages and oversees the
command's ACTD/JCTD
program.
USJFCOM’s
tasks in the program include:
Requirements analysis and validation
Concept of operations development
ACTD/JCTD manager training, demonstration and exercise planning
and execution
Conducting joint military utility assessments
Transition to acquisition and fielding planning and support
Tactics, techniques and procedures coordination and preparation
Transformation change package development
USJFCOM is the user-sponsor and/or operational manager of
the following ACTD programs:
Adaptive Joint C4ISR Node (AJCN) – completes FY 2007
Joint Force Projection (JFP) – completes FY 2007
Weapon Data Link Network (WDLN) – completes FY 2007
Personnel Recovery and Extraction aided by Smart Sensors
(PRESS)
Joint Precision Airdrop System (JPADS)
Multi-sensor Aerospace/ground Joint ISR Interoperability
Coalition (MAJIIC)
Coalition Combat ID (CCID)
Joint Unmanned Systems Common Control (JUSC2)
Epidemic Outbreak Surveillance (EOS)
Beginning in FY 2006, the ACTD program was restructured
and all new starts are designated as JCTDs. The Joint Requirements
Oversight Committee must first approve a capability or concept
for it to be classified as a JCTD. OSD provides up to 50
percent of the funding for each JCTD, with combatant commands,
the services and other agencies providing the remainder.
The deputy undersecretary of Defense for advanced systems
and concepts and all combatant commands, including USJFCOM,
sponsor ACTD/JCTDs. USJFCOM refines requirements, develops
joint employment concepts of operation, and assesses transformational
capabilities in a variety of relevant operational venues.
USJFCOM has participated in 33 ACTDs since 1994. Some of
the completed ACTDs became initial operating capabilities,
such as Predator and Global Hawk, while some were incorporated
into other programs.
