Joint Enabling Capabilities Command
U.S. Joint Forces Command’s (USJFCOM) Joint Enabling Capabilities Command (JECC) provides joint force commanders with immediate access to essential joint force headquarters capabilities. Established Oct. 1, 2008 in Suffolk, Va., JECC serves as the USJFCOM subordinate command responsible for providing forces to newly-established joint force headquarters that can rapidly enable critical command and control capabilities.
Aligned with USJFCOM’s Joint Warfighting Center, the JECC combines the capabilities of seven unique organizations to deliver tailored, mission-specific support. The command is responsible for the current employment and sustainment of existing joint capabilities as well as identifying new requirements and developing new capabilities for joint force commanders worldwide.
The JECC joint enabling capabilities available to combatant commanders include:
Joint Deployable Teams with capabilities in four critical areas - operations, plans, information superiority/knowledge management and logistics. Teams deploy to assist joint task force commanders in establishing new headquarters for a broad range of missions including support for both humanitarian assistance and disaster relief operations.
Operations enhances situational understanding, primary responsibilities are in the joint operations center, distributing commander’s guidance and intent while monitoring and directing the execution of operations and component command tactical actions.
Plans provides a mission-tailored planning team that takes advantage of joint planner expertise and an understanding of joint doctrine and best practices to ensure integrated employment of land, air, maritime and information capabilities.
Information Superiority/Knowledge Management provides an operational advantage derived from the ability to collect, process, and disseminate information while exploiting or denying an adversary’s ability to do the same.
Logistics provides integration, coordination and implementation of joint logistics operations and planning in order to effectively support joint operations in the areas of personnel, sustainment, transportation and strategic mobility.
Joint Communications Support Element provides command, control, communications and computer support to joint task forces (JTF) and joint special operations task forces (JSOTF) worldwide.
Joint Public Affairs Support Element deploys joint media and communications capable teams for enhanced, ready public affairs capability to support combatant command operations and contingencies.
Intelligence - Quick Reaction Team coordinates joint and service training teams and supported the rapid development, delivery and assessment of timely training to forward deployed personnel.
The JECC trains continuously with operational joint forces from throughout USJFCOM and other combatant commands in order to enhance readiness for operational-level joint command and control. This trained and ready organization accelerates the ability of service organizations to transition from a service-specific headquarters to an effective joint force headquarters in response to rapid deployment/contingency operations.
