Joint
Concept Development and Experimentation Directorate (J9)
The Department of Defense’s (DoD) Unified Command Plan 08 assigns U.S Joint Forces Command
(USJFCOM) responsibility for leading and coordinating joint concept development and experimentation
(JCD&E) efforts of the services, the combatant commands (COCOM), and defense agencies.
USJFCOM’s JCD&E Directorate (J9) leads the development of emerging joint concepts, conducts and
enables joint experimentation, and coordinates DoD JCD&E efforts in order to provide joint capabilities to
support the current and future joint force commander in meeting security challenges.
USJFCOM J9 is also responsible for the integration of multinational and interagency experimentation efforts
in support of future joint warfighting capabilities.
It fulfills these responsibilities through:
• The Enterprise Approach: The JCD&E enterprise consists of organizations from the Office of the
Secretary Defense, Joint Staff, services and COCOMs. The enterprise identifies major challenges
facing the joint warfighter. It collects and prioritizes the challenges and develops JCD&E projects to
solve them in terms of doctrine, organization, training, materiel, leadership and education,
personnel, facilities and/or policy changes. The enterprise publishes the JCD&E campaign plan
annually which describes the JCD&E projects for the current and following year. The annual status
and recommendation report submitted to Congress highlights the JCD&E accomplishments for
current fiscal year and recommendations for the next fiscal year.
• Concept Development: The enterprise develops and tests innovative and intellectually rigorous ideas for improved conduct of joint, combined and interagency operations. The Capstone Concept
for Joint Operations, developed by USJFCOM, is the overarching concept that describes how the
future joint force will operate in complex, ever-changing and uncertain environments.
• Capabilities: To effectively counter the threats’ ability to quickly adapt and transform, today’s joint
force commanders need rapid solutions. Coordinating with the Joint Staff’s Force Structure,
Resources, and Assessment Directorate (J8), USJFCOM J9 works to ensure that capabilities
developed through JCD&E are transitioned quickly and efficiently to meet the commanders’ needs.
• Experimentation: The enterprise designs, conducts, and enables focused projects and
experiments to more quickly and effectively address the problems the enterprise is trying to solve.Major enterprise projects for FY 09 include:
● The Joint Force Commander, Command and Control project will identify, assess and refine C2
architectures, processes and toolsets. C2 architectures are standards-based, geographically
distributed and scalable to include operations in degraded or no-network conditions.
● Multinational Experiment 6 will improve a coalition commander’s capability to counter irregular
adversaries through harmonization of civilian and military planning, execution and assessment.
● Capstone Concept for Joint Operations experimentation will better inform joint force development
decisions ultimately leading to a joint force that is well-prepared for success in future security
environments.
