Joint Forces Command’s (USJFCOM) Joint Capability Development
Directorate (J8) identifies near-and far-term joint, multinational,
and interagency capability gaps and works with other combatant
commands, the services, coalition partners, and agencies to fill
those shortfalls with integrated capabilities. In doing so, the
Joint Capability Developer (JCD) advances warfighter effectiveness,
improves combat capability, and minimizes fratricide by leading
the development and transition of joint capabilities, architectures
and technologies. The JCD, through its role as the Joint C2 Capability
Portfolio Manager (JC2 CPM), also leads USJFCOM engagement in DoD
command & control requirements, resourcing, and acquisition
processes to enable the joint force.
JCD
executes USJFCOM’s JC2 CPM responsibilities, providing
a joint focal point to orchestrate, integrate, and manage designated
JC2 portfolio program. The JC2 CPM recommended $2.8 billion in
change proposals to the Pentagon for the fiscal year 2009 budget.
On Sept. 21, 2007, the command briefed Deputy Secretary of Defense
Gordon England and the OSD Program, Analysis and Evaluations leadership
on these proposals. Deputy Secretary England concurred with the
recommendations, was pleased with the product, and asked that portfolio
management be institutionalized within the DoD.
To enable U.S. forces to fight as part of a joint, combined, multinational,
interagency force, the JCD leads DoD in joint C2 architectures,
data strategies and joint integrated fires efforts.
J8
also leads the Net-Enabled Command Capability (NECC) effort to
migrate joint
command and control at the operational level from
stove-piped Global Command and Control System family of systems
to a service oriented architecture-based system that allows operators
from all services to share data and information easily. USJFCOM
acts as the operational requirements sponsor, ensuring that the
warfighter’s needs are met; DISA will develop, acquire, and
field NECC.
Because the services currently possess non-interoperable equipment
and have short-term warfighter needs, J8 also works to improve
current capabilities and address shortfalls through interim capability
development and rapid transition to joint warfighters.
USJFCOM J8 is supported by two subordinate commands, Joint Systems Integration Center (JSIC) and Joint
Fires Integration and Interoperability Team (JFIIT). J8 is also facilitating the realignment of the Joint
Unmanned Aerial Systems Center of Excellence (JUAS COE) to USJFCOM
to take place Nov.1, 2007.
JSIC, located in Suffolk, Va., is the system of systems engineering
laboratory for analyzing DoD C2 integration and interoperability
issues.
JFIIT, located at Eglin Air Force Base, Fla., conducts joint testing
and assessment designed to improve the integration, interoperability,
and effectiveness of Joint fires and combat identification at the
tactical level.
JUAS COE, located at Creech Air Force Base, Nev., is an operationally-focused
organization concentrating on UAS technology, joint concepts, training,
tactics, and procedural solutions.
