Manpower and Personnel Directorate (J1)
The director for manpower and personnel (J1) is the principal advisor to the commander, U.S. Joint Forces Command (USJFCOM) on all human resource matters. J1 provides personnel support to USJFCOM by providing plans, policy, and guidance on personnel issues.
J1 provides policy oversight on joint manpower and management of military and civilian personnel to USJFCOM and subordinate activities and reviews and administers policies pertaining to the personnel performance, assignment, force realignment and transformation, quality of life issues, compensation, recruiting and retention of military and civilian personnel.
Comprehensive personnel management directly impact mission readiness. Providing integrated personnel support is the mission of the J1 Directorate. J1 maintains visibility of military and civilian personnel manning levels to sustain the workforce and maintain readiness.
J1 administers and oversees the requirements to sustain the workforce. These requirements include:
Military and civilian awards programs, intermediate and senior developmental education processes and the U.S. Air Force command screening board process.
Developing initiatives critical to delivering strategic total force capability as required by the current and long-term USJFCOM strategies.
Interpreting broad policies, goals, program planning documents, and directives relative to the Civilian Performance Management System and performance awards.
Staff management for USJFCOM civilians. Developing policy and procedures for civilian personnel management practices.
Timely and effective personnel support is accomplished through detailed planning and coordination with supporting organizations, allowing J1 to carry out the unity of effort necessary to effectively support the daily operations of USJFCOM.
